Registration - Change of Use

I am looking for some advice on Change of use.

I am currently encountering some difficulty with a local authority which insists change of use will be necessary for a 4 bed detached domestic residence to be registered with OFSTED as a 3 bed home.

I am contesting this and wondered if you could direct me to a colleague/organisation/literature?
